In the Net-Zero Lim-Flex scenario (with optimistic technology assumptions), individual sectors and regions have targets overlapping with the economy-wide net-zero target. These targets limit the ability to use CDR offsets at the sector and region level, driving additional electrification and low-carbon fuel use in the end-use sectors (Figure 23).
